It’s a prequel starring Ariel, a much better premise than Ariel’s daughter in the last one.
Lassetter is limiting these direct-to-video films. He’s slowing down production so that less are made and the level of quality is much higher. You can even see from the videos below that this Little Mermaid has production levels of a theatrical release. There is a lot more shading, volume in the designs, and the animation is a lot smoother.

The Little Mermaid: Ariel's Beginning tells the story of Ariel, before the events in the original film. According to the official website, in this prequel, music is outlawed in Atlantica. However, Ariel realizes her passion for music in a secret club. Unsure of whether to hide her love for music, or to share it with her father and risk losing everything, Ariel goes on a daring adventure to restore music to Atlantica.
Ariel's Beginning will also tell the story of how Ariel and Flounder became friends, while Ariel's sisters will also have bigger parts in this film than they had in the original. The Movie will also explain why King Triton hates the humans, why Ursula was banned out of Atlantica and why Ariel's mother left her family.
